Stuck or Escape Attempt

I look over at Waldo and he has his head out of the fence. I could not figure out if his head was stuck or if he had been trying to escape or if there was a possibility that he was just seeing what was going on outside of the fence. He looked pitiful like that. When I walked over to figure out what was going on, he pulled his head back out with no problem. He is a funny little goat. I never know what he is going to do.
